The Hawaii Community Reinvestment Corporation (HCRC) is a non-profit multi-bank community development corporation that provides financing of affordable rental housing throughout the State of Hawaii. HCRC makes permanent mortgage loans at below market rates to for-profit and non-profit property owners to create, rehabilitate and preserve multi-family housing for low-income people. HCRC"s target market faces high housing development costs due to scarce land, imported materials, and high labor costs. HCRC reports that in the last three years, its financing has created or preserved 640 affordable rental units.
