Dorchester Bay Neighborhood Loan Fund (DBNLF) was incorporated in 1997 to address the problems of economic disinvestment and the decline of its target market"s commercial center in the high poverty area of Boston"s Northern Dorchester and Eastern Roxbury neighborhoods. It is affiliated with a producer of housing affordable to the neighborhoods" low-income population. 88% of its clients are minorities and half are new immigrants mostly from the Caribbean.
