Merrill Lynch Community Development Company’s (MLCDC) strategy is to lend and invest through community development intermediaries, building strategic relationships to benefit disadvantaged businesses and communities. MLCDC will offer flexible and significantly discounted debt and equity capital to CDFIs/CDEs, especially those that do not have their own NMTC allocation. The lowest rates and most relaxed terms will be offered to CDFIs in areas of increased distress, as wall as those that commit to pass through substantial benefit to their end-borrowers. MLCDC will deliver this low-cost, flexible capital in combination with an expanded financial advisory and technical assistance program.

NMTC (2007) - $112,000,000

NMTC (2006) - $93,000,000

The Merrill Lynch Community Development Company (MLCDC) will use its NMTC Allocation to provide low-cost, flexible financing to CDFIs and other mission-driven CDEs. The MLCDC will: 1) provide equity investments and senior and subordinated loan products; 2) purchase loan portfolios; and 3) offer technical expertise and financial structuring. The NMTC allocation will enable MLCDC to provide long-term risk capital in the form of equity or debt with equity features, make loans at interest rates significantly below market rates and with reduced up-front fees, and develop products with relaxed underwriting standards.
