Supplement: Strengthening Public Health Capacity and Strategic Information Systems through Cooperation and Support Services from the Joint United Nations Programme on HIV/AIDS (UNAIDS) under the President's Emergency Plan for AIDS Relief (PEPFAR)
The goal and objectives of the program is to solicit comprehensive and cost-effective technical assistance, capacity building and program implementation expertise for PEPFAR and Global Fund-supported global health activities (with emphasis on but not limited to HIV/AIDS) in the five programmatic areas
listed under the purpose section of this FOA.
This announcement will also support Global Fund implementing partners in assessing HIV service delivery and will develop technical assistance plans and strategies.
This FOA will not provide direct program implementation.
Rather, it will provide technical assistance support to PEPFAR and Global Fund implementing partners engaged in program implementation and scale-up activities.This FOA will support HHS/CDC’s efforts to provide high-quality, targeted technical assistance to ensure that the PEPFAR and Global Fund-supported countries have the capacity and necessary technical expertise to assume responsibility for service delivery and adequately respond to their HIV epidemics.
While this announcement will address several of the overall program goals and objectives, it will primarily focus on five critical PEPFAR-supported technical areas.
Applicants are expected to respond to one or more of the following program areas:Prevention of Mother-to-Child Transmission of HIV/AIDS (PMTCT);HIV Care and Treatment Clinical Services for adults and children;HIV Pediatric Care and Treatment (PEDs);Surveillance and Strategic Information (SI); andLaboratoryAs global resources shift, the global response to the HIV epidemic has also shifted to focus on achieving a sustainable epidemic control with the long-term goal of ending the HIV epidemic by 203 0. PEPFAR and UNAIDS have developed strategies to control the epidemic by using evidence-based interventions for populations found to be at greatest risk.
By focusing on a data-driven approach, PEPFAR and the global community can achieve the most impact from investments and achieve control of and an end to the epidemic by 203 0. This funding opportunity announcement (FOA), while broadly encompassing multiple areas, will maintain an overall focus on leveraging CDC and UNAIDS’ comparative strengths through a structured mechanism for collaboration that provides technical assistance (TA) and guidance to focus countries/regions, that will allow stakeholders to better understand the scope and location of the epidemic in as near real-time as possible and to more accurately predict how and where it is changing to inform the global response, allowing for optimum resource management.
Effective global partnerships will continue to be critical in ultimately achieving an AIDS-free generation.
In addition to CDC’s health sector partnerships, CDC has partnered with UNAIDS, who brings together the efforts and resources of ten UN system organizations and draws on the comparative advantages of each, to provide coordination and targeted action to specific challenges of the global HIV/AIDS epidemic.

The only entity eligible for this supplement is UNAIDS.The purpose of this request is to increase the funding for FOA GH16-1617 by $500,000 between April 1, 2017 and September 29, 2017.
As global resources shift, the global response to the HIV epidemic has also shifted to focus on achieving a sustainable epidemic control with the long-term goal of ending the HIV epidemic by 2030.
PEPFAR and the Joint United Naitons Programme on HIV/AIDS (UNAIDS) have developed strategies to control the epidemic by using evidence based interventions for populations found to be at greatest risk.
By focusing on a data driven approach, PEPFAR and the global community can achieve the most impact from investments and end the epidemic by 2030.
This FOA's focus is to allow stakeholders to better understand the scope and location of the epidemic and to more accurately predict how and where it is changing to inform the global response.
UNAIDS has been working to successfully provide global HIV estimates in previous years, it is critical that this supplement be awarded.The funding increase isto specifically allow urgent data collection on knowing your epidemic and response as part of Fast Track Action Plans, support for national HIV estimates and development of national strategic frameworks, and support for capacity building for reaching key populations in Namibia, India and Tanzania.
Recently, UNAIDS has developed the Fast Track Strategy and set the 90-90-90 goals that have been internationally adopted as a framework on how to end the AIDS epidemic by 2030.
Given it's role as a UN joint venture, UNAIDS is the only multilateral organization qualified to conduct this FOA's activities.UNAIDS is the sole organization with the necessary international capacity and global influence to focus on strategic information support and public health capacity building.
There is no other such organization with the same mandate, authority, or scope of responsibility that could accomplish this FOA's tasks.
The activities in this supplement need to be completed by September 2017 to ensure that countries are on track to achieve 90-90-90 targets by 2030 in line with PEPFAR 3.0 and to ensure adequate data is available for planning at the national level.
Delaying receipt of this funding to September 2017 would result in these countries not having adequate estimates and data to better identify where and among whom new HIV infections are occurring, inability to map risks and develop innovative and effective strategies to address them, and missed opportunities to enroll HIV positive people on testing and treatment.
