Fiscal Year 2010 Transit Security Grant Program (TSGP)

The TSGP is one tool among a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the nation?s critical infrastructure against risks associated with potential terrorist attacks.

The TSGP is an important component of the Department?s effort

to enhance the security of the Nation?s critical infrastructure.

The program provides funds to owners and operators of transit systems (which include intra-city bus, commuter bus, freight rail, ferries, and all forms of passenger rail) to protect critical surface transportation infrastructure and the traveling public from acts of terrorism, major disasters, and other emergencies.

Additional Information of Eligibility:
Agencies eligible for FY 2010 TSGP funding were identified using a comprehensive, empirically-grounded risk analysis model.

The risk methodology for the TSGP is consistent across modes and is linked to the risk methodology used to determine eligibility for the core DHS State and local grant programs.

Eligible agencies were determined by the Urban Areas Security Initiative (UASI) urban areas list and the National Transit Database based on unlinked passenger trips.



? Tier I will continue to be comprised of the transit agencies in the highest risk urban areas, and will continue to utilize the cooperative agreement process.
? Tier II will consist of all other eligible transit agencies.



In order to be eligible for the FY 2010 TSGP, transit agencies must have either undergone a security assessment conducted by DHS, such as the Baseline Assessment for Security Enhancement (BASE) program security assessment performed by TSA Transportation Security Inspectors-Surface, or developed and/or updated their security plan, within the last three years.
