The FLEX program provides scholarships for high school students from Europe and Asia to live and study in the United States for an academic year.
In turn, these students expose U. S. citizens to the culture, traditions, and lifestyles of people of their home countries.
U. S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) are invited to submit proposals to:

S. embassies and natural families; (5) provide advice and counseling for students and placement organizations (POs); (6) provide two Civic Education Workshops; and (7) provide activities, events and follow-on alumni programs that promote civil society, leadership, and mutual understanding.
ECA intends to award one cooperative agreement for approximately $11,841,240, pending the availability of FY 2018 funds.
