urpose of Program:
The Promise Neighborhoods program is newly authorized under the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Succeeds Act (ESSA).
The purpose of the Promise Neighborhoods program is to significantly improve the academic and developmental outcomes of children living in the most distressed communities of the United States, including ensuring school readiness, high school graduation, and access to a community-based continuum of high-quality services.
The program serves neighborhoods with high concentrations of low-income individuals; multiple signs of distress, which may include high rates of poverty, childhood obesity, academic failure, and juvenile delinquency, adjudication, or incarceration; and schools implementing comprehensive support and improvement activities or targeted support and improvement activities under section 1111(d) of the ESEA.
All strategies in the continuum of solutions must be accessible to children with disabilities and English learners.
Applications for grants under this competition must be submitted electronically using the Grants.gov Apply site (Grants.gov).

Do not include the CFDA number's alpha suffix in your search (e.g., search for 8 4. 215, not 8 4. 215N).
The Acting Assistant Deputy Secretary for Innovation and Improvement extends, for certain prospective eligible applicants described elsewhere in this notice, the deadline date for transmittal of applications for new awards for fiscal year (FY) 2017 under the Promise Neighborhoods program, Catalog of Federal Domestic Assistance Number 8 4. 215N.
The Acting Assistant Deputy Secretary takes this action to allow more time for the preparation and submission of applications by prospective eligible applicants affected by the severe storms and flooding beginning on August 25, 2017, in Texas or Louisiana.
The extension of the application deadline date for this competition is intended to help affected eligible applicants compete fairly with other eligible applicants under this competition.

Additional Information of Eligibility:
Eligible Applicants: Under section 4623 of the ESEA, an eligible organization must: (1) Be representative of the geographic area proposed to be served; (2) Operate or propose to work with and involve in carrying out its proposed project, in coordination with the school's LEA, at least one public elementary or secondary school that is located within the identified geographic area that the grant will serve; (3) Be one of the following: (a) An institution of higher education, as defined in section 102 of the HEA (20 U.S.C.
1002); (b) An Indian Tribe or Tribal organization, as defined in section 4 of the Indian Self-Determination and Education Assistance Act (25 U.S.C.
5304); or (c) One or more nonprofit entities working in formal partnership with not less than one of the following entities: i.
A high-need LEA.
ii.
An institution of higher education, as defined in section 102 of the HEA (20 U.S.C.
1002).
iii.
The office of a chief elected official of a unit of local government.
iv.
An Indian Tribe or Tribal organization, as defined under section 4 of the Indian Self-Determination and Education Assistance Act (25 U.S.C.
5304); and (4) Currently provide at least one of the solutions from the applicant's proposed pipeline services in the geographic area proposed to be served.
