This is a notice of intent to award a single source cooperative agreement to the National Audubon Society without competition under justification 505DM 2. 1 4. B.
(1), (2) and (4).
Funds will be provided under a two-year cooperative agreement for the hiring and project oversight of a
person trained in forestry techniques to develop management plans for both refuge and private lands.
Competition for the award is not practical as the project is on an expedited timeline, requires a substantial cost share, and the majority of the logistical aspects of the project will be managed by the recipient.
Specifically the recipient will work cooperatively with the Refuge in the project area to develop and implement plans to restore and manage floodplain and upland forest; hire and supervise personnel and work with the Refuge to coordinate oversight and direction to carry out this program.
Substantial involvement on the part of the U. S. Fish and Wildlife Service (Service) is anticipated for the successful completion of the activities to be funded.
In particular, the Service will be providing oversight of personnel and projects to ensure program activities follow all policies.
