National Hispanic Senior Medicare Patrol

The overall NHSPM goals for the cooperative agreement will be to:
(1) enhance the skills, knowledge, and capacity of the SMP network to enable SMP projects to:
effectively reach Hispanic older adults with the message of health care fraud prevention, identification and reporting; and respond

to complaints from Hispanic older adults, their families and caregivers, of potential Medicare and other health care fraud identified as a results of this increased awareness; (2) provide in-depth research-based, tailored technical assistance to selected regional SMPs with high Hispanic populations, especially Hispanic older adults; (3) develop innovative outreach strategies and approaches designed to enhance awareness of Hispanic older adults, their families and caregivers about Medicare fraud; and (4) conduct direct outreach and education in selected high Hispanic population area(s), utilizing the outreach activities to test and refine the outreach strategies developed.

Additional Information of Eligibility:
All domestic entities except individuals, including public or private non-profit entities including state and local governments, Indian tribal governments and organizations (American Indian/Alaskan Native/Native American), faith-based organizations, community-based organizations, hospitals, and institutions of higher education are eligible to apply under this program announcement.

To be considered for funding under this program announcement, applicants must demonstrate the following: a) A history of work with older Hispanic adults; b) A history of work in health care fraud prevention education and outreach in the Hispanic community; c) Experience with operating a volunteer-based program; and d) Experience with the Senior Medicare Patrol progam.

These four elements are considered responsiveness criteria (see Section 3 below).
