Family Violence Prevention and Services Discretionary Grants: Capacity Building and Program Technical Assistance for Family Violence Prevention and Services Act Formula Grantees

The Family Violence Prevention and Services Act (FVPSA) Discretionary Grant Program seeks one grantee to enhance and expand the organizational capacity of FVPSA-funded local domestic and dating violence programs, FVPSA State Administrators, and State Domestic Violence Coalitions that support these programs.

this discretionary grant program, one grantee will be expected to provide national scope technical assistance to help build the capacity of grantees to maintain organizations that are healthy, sound, and sustainable in order to better serve survivors of family, domestic and dating violence, and their dependents.

The grantee will provide training and technical assistance on FVPSA-related statutory programmatic requirements (e.g., voluntary services and confidentiality and how they apply to states and territories, coalitions, and local programs).

The grantee will also be required to provide training and technical assistance on organizational management and infrastructure development.

Areas of expertise should include, but are not limited to:
(a) Membership and Board Governance –bylaws, board structure and recruitment, legal and fiduciary responsibilities, board committees, and conflicts of interest; (b) Financial Management – including grants management; Human Resources – policies and personnel management; (c) Chief Executive Succession Planning; Strategic Planning – vision and programming; and, (d) Building Partnerships – including with culturally-specific organizations.

Prior to application submission, because of the comprehensive scope of this grant program, applicants are encouraged to seek out partnerships and collaborations with organizations that specialize in one or more of the listed areas of expertise.

In addition, the selected grantee will be required to develop a peer network to support training and technical assistance efforts during the project period and that will be poised to continue these efforts should other funding sources be identified for this purpose.

Eligible entities to receive this discretionary grant under 42 U.S.C.

§10410 are private, nonprofit organizations (including faith-based, charitable or community-based organizations, and voluntary associations) a tribal organization, or a public or private nonprofit educational institution with a documented history of working to address domestic and dating violence.

All applicants must have demonstrated capacity to provide national scope technical assistance specifically regarding best practices in organizational management and infrastructure targeted to local domestic and dating violence programs, and to States and State Domestic Violence Coalitions that support these programs funded by the Family Violence Prevention and Services Act.

The applicant will be expected to demonstrate that it has experience in the field of domestic and dating violence and working with domestic violence service providers.

Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement.
