ARM-UP Appendix B: ARM Investigation Team Phase 1
National Aeronautics and Space Administration (NASA) plans to release a Broad Agency Announcement (BAA), titled Asteroid Redirect Mission Umbrella for Partnerships (ARM-UP), to solicit concept studies for basic and applied research and technology demonstrations, and mission investigations through partnerships
with NASA’s Asteroid Redirect Mission (ARM).
The ARM provides an important early mission in the cislunar proving ground for deep space human exploration, including Mars, and is managed within the Human Exploration and Operations Mission Directorate (HEOMD).
ARM-UP is an umbrella solicitation covering all aspects of applied research and technology for collaboration research and partnerships on the ARM.

The ARM-UP umbrella BAA will cover all aspects of applied research and technology for collaboration research and partnerships on the ARM.
Specific collaborative research and partnership opportunities will be announced by issuing Appendices to this BAA, to include, but not be limited to:
partner-provided investigations through payloads to be hosted on the Asteroid Redirect Robotic Mission (ARRM); collaboration through an Investigation Team to support definition of additional mission investigations to be hosted on the ARRM; studies to define mission partnership opportunities toward NASA’s planned crewed mission to the asteroid boulder; and studies to define opportunities for access and experimentation at the asteroid boulder after the crewed mission.
NASA plans to host a virtual industry forum / community update on September 14, 2016 to provide more information.

The first two appendices issued under the umbrella solicitation, “Appendix A:
Hosted Payloads on ARRM,” and “Appendix B:
ARM Investigation Team Phase 1,” are intended to be available on or about September 6, 201 6. Upon release, Appendix B will be found via the following steps:

Through Appendix B:
ARM Investigation Team Phase 1, NASA invites scientists, engineers, technologists, and other qualified and interested individuals to apply for membership on the Investigation Team (IT) for the ARM.
The individuals selected to the ARM IT will lead or assist in the implementation of mission investigations focused on the following four main areas as they support the robotic and crewed segment objectives:
science, planetary defense, asteroidal resources and in-situ resource utilization (ISRU), and capability and technology demonstrations.
The IT will initially consist of members who will participate in the ARRM definition, design, development, and operations planning with the goal of maximizing the probability of mission success and the knowledge return from the mission.
Limited support for postdoctoral research is planned to be provided as part of the ARM Investigation Team effort.
The IT will work in collaboration with NASA and Jet Propulsion Laboratory (JPL) ARM management and technical personnel to provide expert knowledge and input in the planning of all aspects of the ARRM, which includes spacecraft interfaces, requirements, outbound cruise and asteroid rendezvous, asteroid characterization, boulder selection and capture, planetary defense demonstration, and transfer to cislunar space, as well as design considerations as they relate to the Asteroid Redirect Crewed Mission (ARCM).
The IT will also work with the ARCM project team to develop plans to explore the asteroidal material returned to cislunar space, investigate the boulder after capture during the ARRM, and assist in extravehicular activity (EVA) site selection, sample acquisition, and sample curation.
Appendix B is open to U. S. government agencies, NASA, Jet Propulsion Laboratory (JPL), U. S. national laboratories, Federally Funded Research and Development Centers (FFRDCs), non-government U. S. institutions (companies, universities, nonprofit organizations), and international organizations.
Proposals from international organizations must comply with NASA policies regarding the conduct of research with non-U. S. organizations.
NASA intends to provide funding for selected IT member time and travel.
NASA plans to require offered capabilities or contributed resources by the proposing organization as an eligibility criteria for these partnerships.
These capabilities or contributions could include facilities, equipment, tools and other non-cash capabilities or in-kind contributions in support of the proposed investigation(s) or other specific duties of the IT members.
Additional eligibility information is included in the Appendix and the umbrella BAA.
Notices of Intent to propose for Appendix B are strongly encouraged, but are not required.
NOIs must be submitted electronically via NSPIRES (http://nspires.nasaprs.com/) by October 6, 201 6. Not submitting an NOI will not impact the selection process.
Proposals for Appendix B are due on November 3, 201 6. Proposals must be submitted by an authorized official of the proposing organization.
Proposals must be submitted electronically.
Proposers may use either NSPIRES (http://nspires.nasaprs.com/) or Grants.gov (http://www.grants.gov) for proposal submission.
Every organization that intends to submit a proposal in response to this Appendix must be registered with NSPIRES, and such registration must identify the authorized organization representative(s) who will submit the electronic proposal.
Instructions on how to register in NSPIRES are provided in the Appendix and the umbrella BAA.
Each electronic proposal system places requirements on the registration of principal investigators and other participants (e.g., co-investigators).
Potential proposers and proposing organizations are urged to access the system(s) well in advance of the proposal due date(s) to familiarize themselves with its structure and enter the requested information.
