Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement.

STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN Project Title, Project Description; The objective of this Task Agreement is to support and stimulate work and/or education and training opportunities for young adults through collaborative participation in the NPS SCA Academy.

The Purpose of the academy is to provide college students from diverse backgrounds with an introduction to the National Park Service and the various employment opportunities within the service.

The program will begin to build a pathway designed to lead students to a career with the NPS and/or will assist in creating the next generation of conservation stewards.

RECIPIENT INVOLVEMENT Students that attend the SCA Academy will be provided an orientation not only to Kenai Fjords, but also parks across the service and receive an introduction to the history of the National Park Service.

Through experiential opportunities they will be exposed to a variety of career opportunities in the NPS.

The week – long program will also include leadership skills development, and introduction to mentoring, a service component, and a variety of recreational opportunities, In addition, students will be able to work alongside park staff, as well as staff members from other “participating” parks.

This orientation week is the foundation for summer long internships that will provide real work experience and provide work skills development, an immersion experience with NPS and an opportunity to work in NPS related career fields.

A.

SCA agrees to:
1. Coordinate with NPS on the recruitment and selection of up to 18 young adults SCA academy orientation students.

2. Coordinate with NPS to develop the orientation curriculum and oversee the Academy’s development and progress.

3. To provide for participant transportation to and from participating parks and the associated living allowance, subsistence and /or per diem throughout the course of the program.

4. Provide 24/7 staffed hotline assistance, site visit, and performance evaluations.

5. To provide housing to the participants, SCA, and guest speakers, during the orientation.

6. Facilitate the placement of members to their internship site.

NATIONAL PARK SERVICE INVOLVEMENT B.

NPS agrees to:
1. Work cooperatively with SCA to plan, coordinate, and to support their recruitment for the student participants.

2. Host the week- long orientation in Seward, with Kenai Fjords as the host park 3. Develop the summer mentorship program and assist with the orientation curriculum.

4. Conduct presentations about NPS history, mission, and careers.

SINGLE-SOURCE JUSTIFICATION DEPARTMENT OF THE INTERIOR SINGLE SOURCE POLICY REQUIREMENTS Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award.

The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.

In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:
(1) Unsolicited Proposal – The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; (2) Continuation – The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity; (3) Legislative intent – The language in the applicable authorizing legislation or legislative history clearly indicates Congress’ intent to restrict the award to a particular recipient of purpose; (4) Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications; (5) Emergencies – Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.

NPS did not solicit full and open competition for this award based the following criteria:
