OJJDP FY 17 Juvenile Justice Systems Reform Promising Practices
The FY 2017 Juvenile Justice Systems Reform Promising Practices will assist the Office of Juvenile Justice and Delinquency Prevention ( OJJDP) in overall program coordination and assessment of the Smart on Juvenile Justice by collecting and analyzing performance measurement data, models and tools developed
across initiatives, coordinating meetings so grantees and TTA providers can share information, assess program models to improve quality, and creating resource guides and other tools that highlight the initiatives.
Programs include:
1) Juvenile Reinvestment Initiative Reform Planning and Implementation (JRI funded), 2) Second Chance Act Statewide Reform Implementation (SCA funded), 3) Enhancing Youth Access to Justice (Indigent Defense funded), 4) Community Supervision Planning and Implementation (SCA funded); and 5) Out of Home Placement (Title II unallocated funded).
The provider will be responsible with assessing and evaluating the programs.
The provider will develop a website that will be housed on the OJJDP website that will highlight tools and resources (i.e.
maps, program reports, best practices, analysis of program data collected from the states and analysis of program measures across the programs) that will analyze out-comes of the Smart on JJ initiatives.
In addition, the provider will facilitate peer-to-peer consulting and networking sessions.
Goals, objectives and deliverable:
The goals of this project are to ensure the field has access to technical services, training and programming support in response to the needs and challenges of juvenile justice reform.
The objectives are to:
âÃÂâ Prepare site assessment reports, to include information concerning (1) the number and identity of sites that have received Smart on Juvenile Justice assistance; (2) the sitesâÃÂàprogress in conducting analyses, developing policies/strategies/programs, and implementing criminal justice reinvestment strategies; and (3) the reporting of relevant data from sites implementing justice reinvestment policies/strategies/ programs, including relevant juvenile justice measures, reductions in population or growth rates, the savings accrued and costs averted, and the portion of costs saved or averted that has been or will be invested in high-performing strategies.
âÃÂâ Draft other publications on topics of relevance for state, tribal, and local policymakers, including a follow-up brief or report on the experiences of Smart on Juvenile Justice sites.
âÃÂâ Develop and update content for the OJJDP Smart on Juvenile Justice website.
âÃÂâ Provide interim documentation of assessment activities, for example, site visit assessment memoranda; and a synthesis of monthly reports from providers that documents TTA activities by site and data tracking of implementation and performance measures.
âÃÂâ Develop and maintain up-to-date statistics and presentations demonstrating the progress of Smart on Juvenile Justice.
âÃÂâ Develop assessments of policies enacted or implemented as a result of justice reinvestment efforts.
âÃÂâ Make ongoing recommendations to OJJDP on relevant juvenile justice research and ways to continue to improve the effectiveness of Smart on Juvenile Justice, including advice and assistance in synthesizing site-specific system indicators and implementation performance measures, and identifying standard measures for similar strategies.
âÃÂâ Assist OJJDP with marketing the Smart on Juvenile Justice initiatives (i.e., developing marketing tools and attending conferences or discussion meetings with OJJDP).
âÃÂâ Organize a convening and/or roundtables of Smart on Juvenile Justice partners and stakeholders.

Eligible applicants are limited to nonprofit organizations and for-profit organizations (including tribal nonprofit and for-profit organizations) and institutions of higher education (including tribal institutions of higher education).
For-profit organizations (as well as other recipients) must forgo any profit or management fee.
OJJDP welcomes applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant.
Any others must be proposed as subrecipients (subgrantees).
The applicant must be the entity that would have primary responsibility for carrying out the award, including administering the funding and managing the entire program.
Under this solicitation, only one application by any particular applicant entity will be considered.
An entity may, however, be proposed as a subrecipient (subgrantee) in more than one application.
