OVC FY 17 Specialized Human Trafficking Training and Technical Assistance for Service Providers

Housing and employment are two ongoing service needs of human trafficking victims and top priorities identified by trafficking survivors.

Beyond resource constraints, there is often a lack of awareness among providers on current best practices for victim-centered housing and shelter options, tools

for employment and workforce development and job retention, best practices working when working with youth and other specific populations, and the local and state resources that may be available in a given community.

This solicitation will seek applicants to provide intensive training and technical assistance in one of two focus areas:
housing and employment.

One award in each purpose area will be funded.

Eligible applicants will include both for-profit organizations and non-governmental organizations (NGOs) who can demonstrate extensive experience and expertise in housing for victims of crime or employment for marginalized populations.

Working with OVC and the OVC Training and Technical Assistance Center (OVC TTAC), the selected applicants will proactively work with all OVC Services to Victims of Trafficking grantees to proactively provide tailored assistance, assess housing and employment needs and foster increased connections with federal and local resources.

Additional Information of Eligibility:
Eligible applicants are limited to states; federally recognized Indian tribal governments, as determined by the Secretary of the Interior; units of local government; nonprofit or for-profit organizations (including tribal nonprofit or for-profit organizations); national organizations; and institutions of higher education (including tribal institutions of higher education).

A unit of local government is any city, county, township, town, borough, parish, village, or other general purpose political subdivision of a state, territory, or federally recognized tribal government.

For-profit organizations (and other recipients) must forgo any profit or management fee for services.

Eligible applicants must demonstrate experience in providing national and local-level training and technical assistance in one of the two purpose areas (housing or employment/workforce development).

Applicants that are nonprofit organizations must be organizations described in 26 U.S.C.

§ 501(c)(3) and exempt from taxation under 26 U.S.C.

§ 501(a).

Nonprofit organizations that hold money in offshore accounts for the purpose of avoiding paying the tax described in 26 U.S.C.

§ 511(a) are not eligible to apply.

OVC welcomes applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant.

Any others must be proposed as subrecipients (“subgrantees").1 The applicant must be the entity that would have primary responsibility for carrying out the award, including administering the funding and managing the entire program.

While the same applicant may submit separate applications under each purpose area, OVC will only make one award to an applicant to work in one purpose area.

An entity may, however, be proposed as a subrecipient (“subgrantee”) in more than one application.

OVC may elect to fund applications submitted under this FY 2017 solicitation in future FYs, dependent on, among other considerations, the merit of the applications and on the availability of appropriations.
