Sustaining Capacity to Provide Comprehensive Services to Victims of All Forms of Human Trafficking, and FA 3. Comprehensive Services and Partnership With Enhanced Collaborative Model Human Trafficking Task Forces), and Purpose Area 2:
Specialized Services.

Additional Information of Eligibility:By statute, grants under this program may be awarded to states, territories, units of local government, federally recognized Indian tribal governments (as determined by the Secretary of the Interior), and nonprofit, nongovernmental organizations (defined as an organization that is described in section 501(c)(3) of Title 26 and is exempt from taxation under 501(a) of such title) For the purposes of this program, a unit of local government is any city, county, township, town, borough, parish, village, or other general purpose political subdivision of a state, territory, or federally recognized Indian tribal government.
All recipients and subrecipients must forgo any profit or management fee.
Nonprofit organizations that hold money in offshore accounts for the purpose of avoiding paying the tax described in 26 U.S.C.
§ 511(a) are not eligible to apply.
Grantees awarded funding in Fiscal Years (FYs) 2017 or 2018 under the Comprehensive Services for All Victims of Human Trafficking, Specialized Services for Victims of Human Trafficking, or the Enhanced Collaborative Model Human Trafficking Task Force solicitations are not eligible to apply for funding under Purpose Areas 1 and 2 of this program, unless the new proposal outlines new services, cost items, or a distinct geographic scope not included in the FY 2017 or 2018 award.
Under this solicitation, an applicant may submit one or more applications under each purpose area for which they are eligible.
OVC may make more than one award to a single organization.
OVC welcomes applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant.
Any others must be proposed subrecipients (subgrantees").

Application and Submission Information.) The applicant must be the entity that would have primary responsibility for carrying out the award, including administering the funding and managing the entire project.
