Argentina and the U.S.: 200 Years of Friendship

The Embassy of the United States of America in Argentina invites proposal submissions to create, produce, and install a photo exhibit that represents 200 years of bilateral relations between Argentina and the United States.

The traveling exhibit will be displayed at indoor spaces in Buenos Aires,

including at the Embassy’s Independence Day celebration, and nine other provinces in Argentina, including at 13 binational centers (BNCs).

The proposal must include the exhibit’s design, materials, assembly, transportation, and installation in Buenos Aires and 9 provinces with BNCs.

I.

STATEMENT OF WORK The U. S. Embassy in Argentina will commemorate the 200 years of diplomatic relations with Argentina in 202 3. The Embassy seeks innovative proposals to celebrate this important event.

The exhibit will consist of photos of individuals that mark historic and modern events during the two hundred years.

The exhibit should include pairs of photos of Argentine and U. S. citizens from the fields of science, education, sports, performing arts, government, trade, etc.

Photos should be original or have authorization of owner if not.

Alumni of U. S. government exchange programs, both Argentines and U. S. citizens, should be included in the photos.

The individuals should reflect the broad diversity of Argentina and the United States, including individuals from a range of ethnic, cultural, and economic backgrounds; individuals from the LGBTQ+ community; and individuals with disabilities.

Photo captions and any other accompanying text should be in English and Spanish.

The exhibit will be displayed from May 1, 2023 – December 31, 202 3. The Embassy will retain the rights to use the photo exhibit after for another year.

The Embassy will also use digital files of the photographs for Embassy social media use.

The award recipient’s specific responsibilities include:
The grantee will be responsible for identifying individuals to be photographed, designing the exhibit, acquiring all necessary materials, and acquiring copyright permission for all photos included in the exhibit.

The grantee will coordinate with each venue to install the exhibit in Buenos Aires and a total of nine provinces then remove the exhibit from each venue after 2 weeks.

The grantee will be responsible for shipping and/or transportation of the exhibit to each venue.

Applicants should submit a proposal describing the design in a convincing and comprehensive manner.

The grantee will also oversee managing the budget and reporting to the Embassy.

U. S. Embassy’s responsibilities include:
Provide advice and assistance in the execution of the design process.

Monitor and evaluate the photo exhibit.

This will include regular communication with the award recipient and site visits.

The Embassy will evaluate the impact of the exhibit to determine progress and to evaluate physical condition of the exhibit.

Individuals are exempt from this requirement.

Executive Summary In one double-spaced page, provide the following information about the project:
1. Identification of applicant, partner countries, and participating organizations 2. Identification of the project option(s) 3. Exhibit total cost:
detail budget proposal Narrative Within 20 double-spaced, single sided pages with one-inch margins, in a size 11 or 12 font, provide a detailed description of the design proposal.

In the narrative, applicants should describe the idea of the design proposal.

1. Vision:
Describe the design proposal objectives and the desired outcomes, i.e., the knowledge, skills, and/or attitudinal changes that the participants will acquire.

2. Participating Organizations:
Identify any critical partner organizations for the exhibit design, their roles, and the applicant’s reasons for including them.

Applicants must also describe their working relationship with the partner organization(s) and detail the division of program responsibilities between the award recipient and the partner organization(s).

3. Travel, Lodging, and Other Logistics:
Detail how the applicant will arrange domestic travel; lodging arrangements; ground transportation and relevant administrative matters that may be necessary.

4. Program Evaluation:
In the submitted proposal, applicants should include a plan describing how success in meeting the stated goals of the exhibit will be measured and reported.

The U. S. Embassy recommends that the proposal include a draft survey questionnaire or other technique.

5. Institutional Capacity and Project Management:
Outline the applicant organization’s capacity to conduct projects of this nature.

Describe the program staffing (individuals and responsibilities), qualifications, structure, and resources.

6. Work Plan/Schedule:
Outline the phases of the project planning and implementation for the entire award period.

Provide a draft schedule of daily activities of the exchanges in an appendix.

Additional Information to be Submitted Budget Information:
The funding available for this program is up to $50,00 0. The U. S. Embassy reserves the right to reduce, revise, or increase proposal budgets in accordance with the needs of the program and the availability of funds.

The available funding may be used to support the program and administrative costs necessary to implement it as described in this solicitation.

Please submit a comprehensive line-item budget, as stated in the Proposal Submission Instructions.

An explanatory budget narrative must also be included.

Suggested program costs include, but are not limited to, the following:
Staff Materials Travel (domestic transportation) Graphic design / mounting Printing costs Lodging Food/Per diem Evaluation Other justifiable expenses directly related to supporting the exhibit activities Letters of commitment:
Include pledges to participate in the program’s implementation from significant partner organizations, including those in the partner country and any receiving a sub-award.

Resumes:
Resumes of all program staff should be included in the submission.

No one resume should exceed two pages.

Attachments/appendices:
Please limit to those materials essential for understanding the proposed program such as a draft schedule, application forms, or evaluation questionnaires.

First Time Applicant Attachments, if applicable:
First-time applicant organizations and organizations which have not received an assistance award (grant or cooperative agreement) from the Department of State during the past three (3) years, must submit as an attachment to this form the following:
(a) one copy of their Charter OR Articles of Incorporation; (b) a list of the current Board of Directors; and (c) current financial statements.

Note:
The U. S. Embassy retains the right to ask for additional documentation of those items included on this form.

Please note:
Federal assistance awards must include in their application the names of directors and/or senior executives (current officers, trustees, and key employees, regardless of amount of compensation).

In fulfilling this requirement, applicants must submit information in one of the following ways:
Those who file Internal Revenue Service Form 990, "Return of Organization Exempt from Income Tax," must include a copy of relevant portions of this form.

Those who do not file IRS Form 990 must submit information above in the format of their choice.

In addition to final program reporting requirements, award recipients will also be required to submit a one-page document, derived from their program reports, listing and describing their grant activities.

APPLICATION SUBMISSION Date to submit the complete proposal is February 10, 202 3. There are NO EXCEPTIONS to this deadline.
