Support to Syrian Opposition

The Department of State’s Bureau of Conflict and Stabilization Operations (CSO) is pleased to announce an open competition for grant awards through this Request for Applications (RFA).

CSO programs seek to develop the capacity of civil society, prevent inter-communal violence, and amplify

the messaging of the non-violent civilian opposition.

CSO envisions programs that target groups that are part of the opposition and those that currently are not part of the opposition (e.g., business communities, women's groups, religious figures, professional associations, academics), with a view to building inter-communal trust and potential bridges for transition and future stability.

The programs will work with civil society groups to further advance civil administration effectiveness and transition planning, to build their capacity, and to amplify their public messaging.

CSO will initially award approximately $ 2. 5 million for these activities, contingent upon the availability of funds and quality of proposals.

CSO anticipates funding up to three projects through this announcement via grants or cooperative agreements.
