Request for Statements of Interest and Capacity (SOIC) Countering State-Sponsored Propaganda and Disinformation

The Global Engagement Center (GEC), an office of the U. S. Department of State, invites organizations that can implement programming to counter foreign state-sponsored propaganda and disinformation efforts aimed at undermining United States national security interests to submit Statements of Interest

and Capacity (SOIC) by April 23, 201 8. Program Objectives – Countering State-Sponsored Propaganda and Disinformation 1) Support local and regional capacity to develop and disseminate to audiences outside the United States fact-based narratives and analyses to counter adversarial foreign propaganda and disinformation directed at the United States and United States allies and partner nations.

2) Identify, catalogue and, where feasible, quantify current and emerging trends in adversarial foreign propaganda and disinformation in order to coordinate and shape the development of tactics, techniques, and procedures to expose and refute foreign disinformation and to proactively promote fact-based narratives and policies to audiences outside the United States.

3) Develop and facilitate the use of a wide range of technologies and techniques by sharing expertise among foreign partners, seeking expertise from external sources, and identifying, cataloguing and implementing good practices.

4) Research, analyze, catalogue and curate relevant information, data, analysis, and analytics from partner nations, think tanks, academic institutions, civil society groups, and other nongovernmental organizations.

5) Develop and execute, in cooperation with the GEC, other innovative projects intended to counter the effects of adversarial foreign propaganda and disinformation.
