Southeast Rural Community Assistance Project (SE/R-CAP), a certified CDFI, was established in1969. SE/RCAP finances water and wastewater treatment facilities in low-income areas across a seven state service area which includes Delaware, Florida, Georgia, Maryland, North Carolina, South Carolina and Virginia.
