National Operations Center for Excellence

The Federal Highway Administration (FHWA) plans to award a sole source Cooperative Agreement (Agreement) to the American Association of State Highway Officials (AASHTO) for continuation of services entitled "National Operations Center of Excellence Support."The authority to award this Agreement

for this effort is found in 23 U.S.C.

502(b)(3)(C), which authorizes the FHWA to enter into cooperative agreements with AASHTO to carry out research, development, and technology transfer activities related to transportation with respect to all phases of transportation planning and development to include Transportation System Management and Operations.This is NOT a request for competitive applications.

This is a notice of the Government's intent to award a sole source Agreement.
