VOLUNTARY MEDICAL MALE CIRCUMCISION AS PART OF THE NATIONAL PROGRAM AND COMBINATION PREVENTION PROJECT IN BOTSWANA
The goal and objectives of the program is to solicit comprehensive and cost-effective technical assistance, capacity building and program implementation expertise for PEPFAR and Global Fund-supported global health activities (with emphasis on but not limited to HIV/AIDS) in the five programmatic areas
listed under the purpose section of this FOA.
This announcement will also support Global Fund implementing partners in assessing HIV service delivery and will develop technical assistance plans and strategies.
This FOA will not provide direct program implementation.
Rather, it will provide technical assistance support to PEPFAR and Global Fund implementing partners engaged in program implementation and scale-up activities.
This FOA will support HHS/CDC’s efforts to provide high-quality, targeted technical assistance to ensure that the PEPFAR and Global Fund-supported countries have the capacity and necessary technical expertise to assume responsibility for service delivery and adequately respond to their HIV epidemics.
While this announcement will address several of the overall program goals and objectives, it will primarily focus on five critical PEPFAR-supported technical areas.
Applicants are expected to respond to one or more of the following program areas:
Prevention of Mother-to-Child Transmission of HIV/AIDS (PMTCT); HIV Care and Treatment Clinical Services for adults and children; HIV Pediatric Care and Treatment (PEDs); Surveillance and Strategic Information (SI); and Laboratory
listed under the purpose section of this FOA.

A decision was taken in FY19 to delay the development of a follow on VMMC NOFO pending the results of the Botswana AIDS Impact Survey (BAIS) scheduled to end in 2020, which would inform future PEPFAR VMMC programming.
Without current VMMC estimates, it would not be prudent to invest in a competitive NOFO for Botswana’s VMMC program until BAIS V data is available.
This information will be critical in informing the development of the priorities and strategic direction of the follow-on VMMC NOFO based on current epidemiological data.
A follow on NOFO will be developed to begin implementation in September 2021 at which point the supplement will be ending.
An interim plan is needed to continue VMMC services for an additional year without disruption to service delivery as African Comprehensive HIV-AIDS Partnership (ACHAP) has consistently over the past years carried 80% of the annual VMMC targets with a greater than 80% success rate in the past year.
ACHAP is the primary VMMC partner for PEPFAR, and more specifically CDC, in Botswana.
ACHAP has been the primary PEPFAR, and specifically CDC, VMMC partner for the past four years.
ACHAP is the only VMMC partner with the unique wealth of knowledge and experience to carry out this work successfully given their in-house expertise, extensive reach and infrastructure built over the past four years, and with a current presence in the required geographic locations.
Additionally, ACHAP has built and maintained strong and trusting relationships with the Government of Botswana, national, district and local stakeholders, and the local communities in which they serve.
All these attributes leave ACHAP as the only organization to successfully carry out the work proposed in the supplement and within the timeframe required.
If the supplement cannot be awarded to ACHAP, CDC Botswana will have no other option but to forfeit the PEPFAR funds it has been allocated to carry out VMMC activities.
More importantly, CDC would not meet its mandated targets of safe male circumcisions in Botswana which constitutes around 90% of the overall Operating Unit for VMMC targets.
With the COP20 new guidance on age 15 years age pivot for VMMC, ACHAP is ready to identify this priority population quickly with existing resources and investments.
ACHAP already has a dedicated staff trained and skilled to support demand creation, client-centered services, and community mobilization.
