Notice of Intent to Issue Funding Opportunity Announcement No.

DE-FOA-0002793 The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Water Power Technologies Office (WPTO), a Funding Opportunity Announcement (FOA) entitled “Marine Energy Systems Innovation

at Sea”.

This notice of intent (NOI) is issued so that interested parties are aware of EERE’s intention to issue this FOA in the near term.

All the information contained in this NOI is subject to change.

EERE will not respond to questions concerning this NOI.

Once the FOA has been released, EERE will provide an avenue for potential applicants to submit questions.

Eligible ApplicantsEligibility for this NOFO is restricted.Eligibility is restricted to Non-U. S. local organizations (see definition below).Local actors are critical players in the global health field.

Engaging with local organizations can double our impact - not just deliver appropriate results but build self-reliant national infectious disease programs using local resources providing a platform for potentially greater opportunity to exist long after LEAP has ended.

Additionally, LEAP-Local will facilitate a linkage between local technical expertise and a recognized human resource gapwithin the infectious disease portfolios at the national health entities.

By targeting local entities in USAID focus countries, to provide expertise as the prime partner solutions will be locally driven with local priorities being central to an inclusive country-driven programmatic approach.

The technical assistance will be able to engage in a meaningful, culturally appropriate, local solution driven and technically sound approach that permits continuous direct mentoring and quality improvements within the national health entity.

Furthermore, applicants must meet the below conditions in a country within the region they are applying for (see section B.1 of the NOFO).

Only local organizations as defined below are eligible for the award.

USAID defines a “local entity” as an individual, a corporation, a nonprofit organization, or another body of persons that: (1) Is legally organized under the laws of; and(2) Has as its principal place of business or operations in; and(3) Is majority owned by individuals who are citizens or lawful permanent residents of; and (4) Is managed by a governing body the majority of who are citizens or lawful permanent residents of the country receiving assistance: For purposes of this section, ‘majority owned’ and ‘managed by’ include, without limitation, beneficiary interests and the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organization's managers or a majority of the organization's governing body by any means.

These eligibility requirements apply to both the principal applicant and to any sub-awardee(s).USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
