Fiscal Year (FY) 2012 Emergency Management Assistance Compact (EMAC) National Incident Management System (NIMS) Implementation Cooperative Agreement

This Cooperative Agreement advances the implementation of the National Incident Management System (NIMS) through the development and deployment of consistent systems for the request, dispatch, use and return of resources in all States during all-hazard incidents requiring mutual aid to augment local

credit:


capabilities.

This will improve State capabilities for providing timely assistance to incident-affected jurisdictions and reduce the need for FEMA to use disaster funds to have Federal departments and Agencies provide the assistance.

Through EMAC, a disaster-impacted State can request and receive assistance from other member states quickly and efficiently, resolving two key issues up front:
liability and reimbursement.
