Additional Information of Eligibility:
Eligible Applicants: Eligible applicants for this program are State educational agencies; LEAs, including charter schools that are considered LEAs under State law; Indian Tribes; Indian organizations; BIE-funded schools; Tribal colleges and universities (as defined in section 316(b) of the HEA, 20 U.S.C.

1059c(b)); or a consortium of any of these entities.

The absolute priority for NYCP requires that an applicant be a member of a partnership that includes at least one Tribe or its TEA and at least one LEA or BIE-funded school.

We will reject applications that do not include at least these two types of partners.

Note: Including as a partner an Indian organization or Tribal college or university does not satisfy the requirement, under the absolute priority, of including the Tribe itself as one of the partners.

A Tribe may designate another entity to apply on its behalf only if the entity submits as part of its application a Tribal resolution authorizing the designation for the purpose of applying for and administering this Demonstration grant.

Applicants applying as an Indian organization must demonstrate that the entity meets the definition of ``Indian organization.''
