Countering Forced Labor and Abusive Working Conditions in the Fishing Industry in the ASEAN Region

The Bureau of International Labor Affairs (ILAB), U. S. Department of Labor (USDOL, or the Department), announces the availability of funding for one cooperative agreement to create and implement a technical assistance project in Southeast Asia to work with the Association of Southeast Asian Nations

(ASEAN) to counter forced labor and abusive working conditions in the region’s fishing industry.

For the purposes of this FOA, “acceptable conditions of work” encompasses minimum wages, hours of work, and occupational safety and health.

Project outcomes include:Outcome 1:
Increased capacity of ASEAN sectoral bodies and member states to address forced labor and abusive working conditions in the region’s fishing industry;Outcome 2:
Increased ASEAN engagement with private sector actors to address forced labor and abusive working conditions in the region’s fishing industry; andOutcome 3:
Increased ASEAN engagement with civil society to address forced labor and abusive working conditions in the region’s fishing industry.For purposes of this FOA, “engagement” refers to the action of organizing and encouraging a group of people to take collective action in pursuit of a particular objective.

The duration of the project will be a maximum of 4. 5 years (54 months) from the effective date of the award.
