Lead-Based Paint Capital Fund Program (LBPCF)

As authorized under the FY2020 Further Consolidated Appropriations Act, $45,000,000 shall be available for competitive grants to public housing agencies to evaluate and reduce lead-based paint hazards and other housing-related hazards including carbon monoxide and mold in public housing.

further, That of the amounts available under the previous proviso, no less than $25,000,000 shall be for competitive grants to public housing agencies to evaluate and reduce lead-based paint hazards in public housing by carrying out the activities of risk assessments, abatement, and interim controls (as those terms are defined in section 1004 of the Residential Lead-Based Paint Hazard Reduction Act of 1992 (42 U.S.C.

4851b)).

Additional Information of Eligibility:
Public Housing Authorities with the legal authority to develop, own, modernize, and operate a public housing project in accordance with the 1937 Act are eligible.

PHAs that are designated as troubled are eligible for funding if the agency is in compliance with any current Memorandum of Agreement or Recovery Agreements.

Tribes and tribally designated housing entities (TDHEs), Indian Housing Authorities (IHAs), nonprofit organizations and resident associations are not eligible to apply.

Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
