The purpose of the Partnership Program is to assist in funding capital projects to repair, replace, or rehabilitate qualified railroad assets to reduce the state of good repair backlog and improve intercity passenger rail performance.

The following entities are eligible applicants for all projects permitted under this notice: (1) A state (including the District of Columbia); (2) a group of states; (3) an Interstate Compact; (4) a public agency or publicly chartered authority established by one or more states; 2 (5) a political subdivision of a state; (6) Amtrak, acting on its own behalf or under a cooperative agreement with one or more states; or (7) any combination of the entities described in (1) through (6).
