comprehensive, teen pregnancy prevention programs. The Personal Responsibility Education Program (PREP)emphasizes a medically accurate approach, replicating effective programs or elements of programs that have been proven -- on the basis of rigorous, scientific research -- to change behavior.

Behavioral changes may include delaying sexual activity, increasing condom or contraceptive use for sexually active youth, or reducing pregnancy.

The inclusion of "adulthood preparation subjects" -- to help youth in their transition to young adulthood -- is also a key element of this program.

The structure of the grant is one planning year and the subsequent three years of program implementation.

Consultation with Indian Tribes and Tribal organizations, as required by the authorizing legislation, will inform the development of the Tribal PREP program.
