Community-Centered Police Reform in Tajikistan

The overall project goal is help Tajikistan’s Ministry of Internal Affairs and the national police to become more professional, representative, responsive, and accountable to the public.

The project aims to do this by ensconcing the philosophy and primary responsibility for sustainable community

policing within the MIA and subordinate law enforcement bodies as the primary means for delivering police services.

This will result in the national police becoming more professional and transparent in providing timely, effective, and efficient service to the civilian population they are sworn to protect in a conflict-free, human rights-compliant manner, while upholding the rule of law.

In this final phase of the project, INL will place a strong emphasis on achieving program sustainability so that INL-supported reform activities will continue after international donor assistance ends.

Sustainability will be achieved by undertaking activities with the full support and close cooperation of recipient law enforcement agencies and by encouraging institutionalization of reforms in the standard operating procedures of recipient agencies whenever possible.

CPPTs will also receive training on how to pursue outside funding opportunities via grant applications and other relevant means.
