BLM-NOC Socio-Economic and Fiscal Impact Assessment Study of Nevada's Communities

The objective of this Funding Opportunity Announcement (FOA) is to create county-level socioeconomic baselines for each county in Nevada using consistent content, format, and detail.

This project supports both broad Department of Interior-level priorities while meeting the needs of various national,

state, and local public and private entities.

County-level socioeconomic baselines, developed collaboratively across various entities, have a variety of benefits.

Developing these baselines collaboratively presents an opportunity for various entities affected by public land management to teach and learn about local socioeconomic conditions, both historical and current.

These county-level socioeconomic baselines can be incorporated in National Environmental Policy Act (NEPA) analyses for any Federal agency and have immediate buy in by potentially affected entities.

Establishing standard and uniform socioeconomic baselines will facilitate consistent socioeconomic impact analyses that support economic development in the local communities in which the BLM has a presence.

Additional Information of Eligibility:
In accordance with 2 CFR 910.126, the FOA and award of Cooperative Agreements for the demonstration and commercial scale production of a reliable, domestic supply of Molybdenum-99 without the use of Highly Enriched Uranium (HEU) is to be restricted.

Only U. S. entities with existing technologies to achieve commercial-scale production of Molybdenum-99 in the United States in accordance with the goals of this FOA may submit applications.

Any commercial entity which already has the capability to currently produce at least 3,000 6-day curies of Mo-99 per week, steady state, will be eliminated from consideration.

National laboratories, all DOE/NNSA Management and Operating contractors, and other Federally Funded Research and Development Centers (FFRDC) are not eligible to apply for an award under this FOA.

Nevertheless, these entities may be included in teaming arrangements of the applicants or as subcontractors subject to the conditions in Section I.J of this FOA.

The scope of work to be performed by the FFRDC contractor may not be more significant than the scope of work to be performed by the applicant.

In addition, the applicant must request from the DOE/NNSA cognizant field contracting officer, authorization in writing for the use of a DOE/NNSA FFRDC contractor on the proposed project and this authorization must be submitted with the application.
