Charles Young Buffalo Soldiers National Monument (CHYO) Historic Resource Study
BACKGROUND AND OBJECTIVES:
The Charles Young Buffalo Soldiers National Monument (CHYO), encompassing Young’s home and adjoining farmland in Wilberforce, Ohio, was established by presidential proclamation on March 25, 201 3. The purpose of Charles Young Buffalo Soldiers National Monument is
to preserve and protect Col.
Charles Young’s home and surrounding farmland, and to commemorate and interpret his life and accomplishments.
The national monument also commemorates and interprets the service, struggles, and achievements of the Buffalo Soldiers in their duty to the United States.
The objective of this Agreement is to obtain a professional historian with expertise in African American Military History who can prepare a Historic Resource Study (HRS) and update the National Historic Landmark (NHL) for CHYO.
The HRS is a monograph length baseline document for a park and will provide a regional and national historic context for understanding its history and cultural resources.
An updated NHL will apply the benefits of new scholarship to more fully describe the national significance of the Colonel Charles and Ada Young Home.
STATEMENT OF WORK:
The agreement provides for a study of Charles Young, a little known African American leader, and his life as an Army officer, educator, and civil rights leader.
The history will provide new information for the NPS and scholars in academia.
It will also update an existing NHL nomination.
The NHL, designated in 1974, does not fully recognize the multiple aspects of Young’s significance.
The information provided by this report will be shared with the public through a variety of strategies—including web bases media.
The NPS is involved with the recipient in describing the goals, jointly developing the scope and the activities to be accomplished.
The NPS also will provide the services of a Program Coordinator to serve as a liaison to the recipient for the work under this agreement.
RECIPIENT AGREES TO:
Principal Investigator (PI) will conduct preliminary documentary research and submit a comprehensive and detailed outline; The PI will use the scope of work statement for guidance and address other topics not identified in the work statement as appropriate; PI will proceed with the HRS, which will include a comprehensive multi-chapter history of the park, including a GIS cultural resource base map adapted from the CHYO Cultural Landscape Report currently at 95-percent draft stage; PI will prepare a multi-chapter CHYO HRS and NHL update printed separately which contains a study and analysis of relevant historical sources, utilizing professionally acceptable historiographical methods; Conduct oral history interviews on a digital recorded and provide typed transcripts for each interview.
NATIONAL PARK SERVICE AGREES TO:
Collaborate with the conception of the study; Assist the Recipient in gaining access by CHYO staff to archives and information critical to the study and information being developed by a Special Resource Study of the Buffalo Soldiers by the NPS; Provide MWRO History Program Historians to conduct additional peer review for the HRS; Assist the Recipient in the NHL research process; Provide preliminary research done for the NHL update by a WASO NHL intern; and provide GIS maps developed in a CHYO Cultural Landscape Report to adapt for the base map required for the HRS.
SINGLE-SOURCE JUSTIFICATION:
Department of the Interior Policy (505 DM 2) and National Park Service Policy FAP&P 1443-2015-06 requires a written justification, which explains why competition is not practicable for each single-source award.
The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.
The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications.
NPS did not solicit full and open competition for this award based the following criteria:
NPS considered three historians with experience on writing about military history and Charles Young.
Due to the PI’s recent accomplishments as visiting curator for a military exhibit at the new Smithsonian Museum of African American History and the PI’s unique voice for the project as both a retired African American Officer and a scholar of African American military history.
