Project Summary Project Goals and Objectives:
The principal goal of this program is to develop and maintain a program of Northwest Coast arts that both improves the quality and quantity of publicly-available art works and provides Northwest Coast artists viable markets and training programs for sustainable arts projects through the harvest of natural resources while ensuring conservation of the resources for future generations.
This will be a discrete economic development program developed to fund Native American, Alaska Native, or Native Hawaiian entities capable of meeting the principle goal.
To meet the goal, the selected organization (or organizations) must develop markets for Native Arts, fund both residencies, internships, and training in Native Arts, and provide wide-spread support for artists that continue to practice traditional arts in the Northwest Coast style.
Statement of Public Purpose:
The National Park Service strives to support the diversity of the American experience by supporting organizations that maintain unique components of that experience.
Northwest Coast art is unique to the northwest Pacific coast, from Oregon to Southeast Alaska.
Visitors to Oregon, Washington, and Alaska expect to see high quality art, both in public settings (e.g.
totem poles, house screens, house posts, etc.), museums, and more intimate settings, which may be available for purchase from American artists and organizations selling the artwork.
Authenticity of these cultural and artistic experiences depends on an ongoing, strong arts tradition across the region and throughout generations.
The public purpose of this grant is to support this authentic American artistic tradition, through educations, shared knowledge, training new generations of artisans in the manner as practiced along the Pacific Northwest coast.
Statement of Work Summary:
The recipient organization will implement measures consistent with the Memorandum of Agreement (MOA) among the Institute of American Indian Arts (IAIA), Sealaska Heritage Institute (SHI), and the University of Alaska Southeast (UAS).
These include establishing a program of Visiting Scholars, Native Art Scholarships, Native Arts Internships, Museum Studies Student Scholarships, and Museum Studies Internships.
The three parties to the agreement have pledged to support each other and provide additional support to the program through commitments of institutional resources such as classroom and studio space, space for arts markets and other commercial venues, access to archives, museums, and collections that have traditional artworks and documentation of artworks within the Pacific Northwest Coast arts tradition, low-cost housing and subsistence support for visiting artists and arts students, and staff support for the program.
Responsibilities of the Parties:
A.
The recipient shall be responsible for the following items under this agreement:
The recipient organization (Sealaska Heritage Institute) will implement measures agreed-to in the Memorandum of Agreement for that organization, as well as report on the accomplishments of the two partner organizations (IAIA and UAS) in implementing the MOA.
Specific items include the following:--Native Artists Committee -- This committee will guide the development and implementation of the SHI Northwest Coast and Alaska Native art programs and be composed of master artists and culture bearers.--Artist-in-Residencies and Workshops -- The former will foster connections between artists and visitors to the region and the latter will support the development of the NW coast arts tradition.--Sustainable Arts -- This program will support the unique capability of Alaska Native and American Indian artists to use sustainably-harvested subsistence resources for works of art.--Performing Arts -- This item includes the support of NW coast performance traditions unique to the NW Pacific coast, including dancing, musical, and oratory traditions.--Research, exhibition, and publication of Native Arts -- This item will support the display of NW coast arts in the Walter Sobeloff building (SHI), research into the NW coast arts traditions, and the publication of NW coast art exhibitions and performances.--Visiting Scholars, internships, and Scholarships -- This item supports bringing master artists to IAIA, SHI, and UAS for teaching and training, supporting interns that work with master artists, and providing scholarships for students at various times during their development--from initiates to advanced.--Museum Internships and Scholarships -- This item will support scholarships and internships for students interested in the long-term care and curation of museum objects and objects of high cultural value to NW coast artists, visitors, and students.
Training will be in collections care, exhibit design, exhibit fabrication, and conservation.
B.
NPS Responsibilities:
A grant agreement is proposed, therefore no substantial involvement on the part of the NPS is anticipated for the successful completion of the statement of work.
It is anticipated that involvement will be limited to actions related to monitoring project performance and technical assistance at the request of the recipient.
SECTION 2. Grants.gov Posting Determination The National Park Service intends to award a single source justified grant agreement.

SECTION 3. SINGLE SOURCE JUSTIFICATIONNATIONAL PARK SERVICE SINGLE SOURCE POLICY REQUIREMENTS:National Park Service Policy PAP&P 1443-2015-06 requires written justification which explains why competition is not practicable.
The justification must address one fo the following criteria:In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:
Unsolicited Proposal – The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; Continuation – The activity to be funded is necessary to the satisfactory completion of, or is a continuation of, an activity presently being funded, for which competition would have a significant adverse effect on the continuity or completion of the activity.
A single source on the basis of continuation must demonstrate that competition would result in a substantial duplicate cost to the government that cannot be recovered through competition; Legislative intent – The language in the applicable authorizing legislation or legislative history clearly indicates Congress’ intent to restrict the award to a particular recipient of purpose; Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, technical expertise, or other such unique qualifications; Emergencies – Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.
NPS did not solicit full and open competition for this award based on the following criteria:Legislative IntentExplanation of the proposed recipient's qualifications or the criteria of the proposed project which requires use of the single source criteria cited:The Senate Appropriations Committee directs the Department to consider funding the establishment of the Northwest Coast arts program as outlined by the memorandum of agreement between the Institute of American Indian Arts and the Sealaska Heritage Institute.
This program is a good example of a multi-state, multi-organizational collaboration as envisioned under the American Indian, Alaska Native, and Native Hawaiian Culture and Art Development Act.
