OVW 2019 Alaska Full Faith and Credit Training and Technical Assistance Request for Concept Papers

12291(b)(11).

The VAWA full faith and credit provision (18 U.S.C.

2265) provides that states, tribes, and territories (the receiving jurisdiction) must enforce a qualifying protection order from outside the receiving jurisdiction as if the

credit: Team In Focus


protection order had been issued by the receiving jurisdiction.

The receiving jurisdiction cannot require notice or registration of the order as a prerequisite to enforcement.

During OVW’s Annual Tribal Consultation, many tribes, including Alaska tribes expressed concern about a lack of state enforcement of tribal protection orders .

There are over 220 federally recognized tribes in Alaska.

The purpose of this initiative is to assist these tribes and state and local law enforcement and courts to improve enforcement of tribal protection orders in Alaska.

Additional Information of Eligibility:
This MURI competition is open only to and full proposals are to be submitted only by, U. S. institutions of higher education (universities) including DoD institutions of higher education, with degree-granting programs in science and/or engineering.∗ When a modest amount of additional funding for an ineligible organization is necessary to make the proposed collaboration possible, such funds may be requested via a separate proposal from that organization.

This supplemental proposal should be attached to the primary MURI proposal and will be evaluated separately by the responsible Research Topic Chief.

If approved, the supplemental proposal will be funded by the responsible agency using non-MURI funds.

Since it is not certain that non-MURI funding would be available for ineligible organizations, Principal Investigators are encouraged to restrict funding requests to eligible organizations when practical.

Ineligible organizations (e.g., industry, DoD laboratories, Federally Funded Research and Development Centers (FFRDCs), and foreign universities) may collaborate on the research but may not receive MURI funds, directly or via subaward.
