This announcement is to provide public notice of the National Park Service (NPS), intention to fund the following project activities without competition.

Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement.
(1) The objectives of this agreement are to further the University of Alaska Fairbanks, Museum of the North (UAMN) mission of sharing research and collections through the creation of educational resources, materials, and curricula with museum collections.
Through teacher training and development of educational resources for elementary and secondary level school educators and students, the history and cultural resources of central Alaska and value of museum collections will be shared with the public.
(2) UAMN will provide a teacher workshop where they will share the important cultural resources of the Denali area with Denali community educators and help them develop lessons and/or teaching kits to share these resources with students.
UAMN will then develop an online portal for lesson plans and a virtual exhibit utilizing UAMN and Denali NP&P museum collections.
The NPS will be substantially involved in these activities by providing access to their collections, providing funding, and reviewing lesson plans and the digitized content.
UAMN will also lead delivery of a public outreach event in the Denali Borough focused on connecting locals to museum collections and activities developed related to the collections.
STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN Denali National Park and Preserve supports this project which is recognizing the significant value of cultural resources of the region.
It is a cooperative project between the National Park Service and UAMN who each have a mission to teach and educate the public about the history and cultural resources of Alaska.
This project will result in public education by UAMN and NPS cooperating to increase educational outreach, resources, and opportunities for central Alaska students and teachers.
Teacher Workshop:
During this two day workshop UAMN staff will work with area teachers on how to incorporate use of cultural resource museum collections and themes into their classrooms.
The teachers will learn about the role of collections and develop standards-based lesson plans specific to museum collections and research.
The lessons will incorporate the Alaska Cultural Standards for Educators where appropriate.
The workshop will provide these educators with professional development and the materials necessary to create lesson plans and activities about museum collections and the history and cultural resources of Alaska.
The NPS will provide UAMN staff an overview of needs for educational support material and guidance for the development of lesson plans and a digital exhibit.
Online Resource Development- Lesson Plans, Digital Exhibit:
Museum educators at UAMN will develop an online portal for teacher created and UAMN created and edited content, lesson plans, and activities.
The online resources will include a digital exhibit utilizing DENA and UAMN collections.
These online resources will be available to all teachers who participated in the workshop as well as anyone interested in sharing and teaching with collections.
A brochure or flyer will be developed to advertise the website and resources available.
Outreach Event:
At the conclusion of the project UAMN staff will present products of this agreement at an outreach event for Denali community residents.
Area teachers will be invited to participate and present activities in a science night format or school based program.
The event(s) will feature hands-on activities to connect the public to museum collections.
A single report dealing the methodology of the digital exhibit and the work completed will be presented to Denali Park by August 31, 201 9. RECIPIENT INVOLVEMENT A.
The Recipient agrees to:
1. Coordinate with NPS education and resources staff to provide educators with object based teaching and cultural history training.
2. Teach and administer either:
a (1) single two-day workshop, or (2) two one-day workshops (includes providing all staff and supplies) in a local Denali Community (Cantwell, Healy, Anderson, Nenana, and/or Talkeetna) and guide teachers in how to use museum collections and themes in their classrooms.
Focus will be on the cultural history of the Denali area.
3. Pay for any continuing education credits charged by the University of Alaska (UA) for participating teachers.
4. Create a digital exhibit of selections from museum collections of Denali area cultural resources in conjunction with NPS Cultural Resource Staff.
5. Create online portal for dissemination of lesson plans related to Denali area cultural resources.
6. Ensure all relevant equipment purchased remains property of NPS Cultural Resources, which may be used for future lesson plan development, digital exhibits, or workshops.
7. Provide final report for the project to NPS.
8. Provide a final outreach event in a local Denali Community (Cantwell, Healy, Anderson, Nenana, and/or Talkeetna) NATIONAL PARK SERVICE INVOLVEMENT 1. Coordinate with UAMN staff to recruit teachers to participate in the teacher workshop(s) and publicize the outreach event to the local community.
2. Provide NTE $ 27,450 in financial assistance to UAMN to achieve the purposes of this agreement.
3. To the extent practical and depending on availability, allow UAMN personnel to use government equipment and infrastructure to achieve the goals of the project (e.g.
electronics for audiovisual needs, cameras for photographing collections).
Any such equipment and infrastructure shall be accounted for according to appropriate NPS rules, regulations and standards.
4. Assist in the coordination of logistics and other needs as practical.
5. Review and when necessary assist in the development of the lesson plans and digital exhibit by assigning appropriate personnel to work with the UAMN staff in their development (i.e.
cultural resource staff, curator.) 6. Assist in making reservations and logistics for teacher workshop(s) and outreach event.
SINGLE-SOURCE JUSTIFICATION DEPARTMENT OF THE INTERIOR SINGLE SOURCE POLICY REQUIREMENTS Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award.
The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.
In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:
(1) Unsolicited Proposal â¿¿ The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; (2) Continuation â¿¿ The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity; (3) Legislative intent â¿¿ The language in the applicable authorizing legislation or legislative history clearly indicates Congressâ¿¿ intent to restrict the award to a particular recipient of purpose; (4) Unique Qualifications â¿¿ The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications; (5) Emergencies â¿¿ Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.
NPS did not solicit full and open competition for this award based the following criteria:
