Decentralization Offering Better Results and Efficiency (DOBRE)

The United States Agency for International Development (USAID), through the Regional Contracting Office in Kyiv, Ukraine is seeking applications from qualified U. S. or Non-U. S. non-profit or for-profit Non-Governmental Organizations (NGOs), and other qualified non-USG organizations for funding of an

activity entitled “Decentralization Offering Better Results and Efficiency (DOBRE).” Please refer to the Program Description, Section I of this NFO for a complete statement of goals and expected results.

Sectors/Sub-sectors:
Local Governance/Decentralization.

Activity Purpose:
The purpose of the Decentralization Offering Better Results and Efficiency Activity is to strengthen local governance to deepen democracy, improve conditions for development of communities and promote stability.

Activity Objectives:
There is a two-part objective to DOBRE:
(1) Local Governments Effectively Manage Resources and services that respond to community priorities and (2) Improved citizen engagement and oversight in local governance.

Program Duration:
5 years per the following phases:
• Phase I Estimated Funding:
$40 Million for 4 years; • Phase II Estimated Funding:
$10 million for 1 year.

USAID intends to conduct a mid-term evaluation of the program (no later than six months prior to the end of Phase I) in order to make a determination on continued funding for Phase II.
