Northern Mali Development Program

Amendment No 3 4-30-12:
USAID/Mali regrets to inform interested partners that the RFA is cancelled.

++++++++ The goal of this program is to support the consolidation of peace, reconciliation and development in northern Mali through a set of activities that will deliver quick, tangible results

in the three northern regions:
Tombouctou, Gao, and Kidal, and ultimately increase Citizen’s confidence in Government.

By responding to community needs through tangible development investments, the NOMADE program seeks to measurably increase the legitimacy of both local and central Malian governments through meaningful civic engagement.

The program objective is to increase the confidence of citizens of northern Mali that local and central government authorities are responding to their needs.

Owing to inadequate resources, vast and harsh terrain, and growing insecurity, many essential social services in Northern Mali have ceased and citizens have grown accustomed to not having adequate health facilities, schools, wells, or boreholes.

USAID will mitigate this situation by carrying out small infrastructure or other sub-projects at a local level.

The sub-projects will be small in size and targeted to secure the most significant impact.

It will be important to assess what aspect of services is actually missing.

For example, some facilities exist but are dilapidated and require only renovations, others require complementary investments like staff houses to attract teachers to schools and health workers to health units, while others may require training of management or maintenance committees.

As infrastructure projects, even on a small scale, can impose significant maintenance costs on communes with limited budgets, these cost burdens must be taken into consideration.
