Best Practices in Exporting Expertise Latin America and sub-Saharan Africa

The GEC Russia directorate seeks to make one Prime Award to an organization with experience in counter Russian disinformation programming and the logistical and administrative capability to oversee and maintain a series of sub-awards to smaller organizations with specialized tools or expertise in countering

Russian disinformation.

This program would organize a hub for partners with diverse expertise to flexibly engage with participating civil society and government based on assessed local needs and requirements centrally coordinated by the Prime.

 The Russia Directorate will focus this project on building capacity in Latin America and sub-Saharan Africa to counter Russian disinformation and propaganda through the training of governments and civil society on well-practiced counter-disinformation methods developed by experienced international partners.

With the intention of building self-sustaining global networks and global resiliency, the program would connect organizations on the ground in vulnerable countries with experts from former Soviet states to share tools, skills, and methods.
