DRL FY20 Supporting Democracy, Human Rights, and Rule of Law in Syria

The U. S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that support democracy, human rights, and the rule of law for Syrians.

DRL’s objective is to protect civic space,

promote the reintegration and protection of conflict affected women and children, and support housing, land, and property rights.

Proposals should also recognize, as a foundational tenet, the importance of a pluralistic, rights respecting Syrian national identity, inclusive of all religious and ethnic backgrounds.

DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses.

DRL's preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
