ISN/NDF’s program on countering CBW terrorism seeks to strengthen the ability of foreign law enforcement, industry, and other critical stakeholders to prevent, detect, respond to, and mitigate mass casualty terrorist attacks involving rudimentary chemical and biological materials.
Specifically,

the program will develop stand-alone training modules for law enforcement, military, intelligence services, and others that build upon CBW threat reduction assistance provided by other Department of State and U. S. Government Interagency efforts.
The program will also build cross-sector partnerships to promote the cooperative oversight of highly toxic substances and provide relevant industry and market leaders the resources necessary to effectively secure vulnerable materials against terrorist diversion and use.
ISN/NDF will focus its efforts on countries where non-state actors have demonstrated an ability or interest in developing or using CBW and acquiring relevant materials or expertise.
ISN/NDF values the use of innovative strategies and novel tools that address top-tier CBW terrorism threats.
