ProgramDescription and Requirements:
TheU. S. Embassy seeks program proposals that will develop and implement a seriesof tabletop exercises (fictional case studies) in 3 to 6 municipalities inNorth Macedonia, in cooperation with the U. S. Embassy in Skopje, the NationalCommittee for Countering Violent
Extremism and Countering Terrorism, and otherstakeholder organizations in North Macedonia.
The exercises should walk municipal stakeholders in 3 to 6 differentcities through fictional case study examples of radicalization.
The exercises should help stakeholders determinepossible interventions, identify local needs, build relationships acrossdifferent fields and areas of responsibility, and to help cities to addressterrorist recruitment and issues related to returning foreign fighters.
Successful program proposals will also takesteps to strengthen local multi-stakeholder networks to address communityvulnerabilities, terrorist recruitment, and rehabilitation, and help to connectleaders in key municipalities with national CVE and CT efforts andorganizations.
The awardee shouldcoordinate this activity with other ongoing activities to strengthen locallevel CVE efforts.
ProgramPriorities:
· Developing exercise scenarios andselecting sites in close cooperation with partner organizations; · Managing all logistics for implementationof the series of exercises; · Building capacity of stakeholders atthe municipal level to address extremist recruitment and the pathways toradicalization; · Helping local and national stakeholdersidentify local needs to address extremist recruitment and threats ofradicalization to violent extremism.
The application should:
· Address how the project willcontribute to the priorities listed above; · Enumerate specific outputs andoutcomes to be achieved by the end of the grant period; · Describe any American content and/orinvolvement in the project; · Clearly specify the audiences to bereached and the geographic locations of program activities, why those locationswere selected, and/or explain how that will be accomplished; · Explain how programs and activitieswill be monitored and evaluated; · Describe how elements of the projectwill have a multiplier effect or be sustainable beyond the life of the grant; · Demonstrate competency to manage allfinancial and oversight aspects of the project, including participant costs andtransparent arrangements of sub-grant relationships with partner organizations,if applicable.
