Funding Opportunity Statement of Purpose and Objectives The Public Affairs Section of the United States Embassy to Senegal funds and conducts activities that create greater mutual understanding between the peoples of the United States and Senegal and that promote understanding of U. S. society and values.

We believe that one of the best ways to reach these objectives is to help Senegalese youth to achieve their own vision of a Senegal that is open, prosperous and stable.

As the generation that will lead Senegal’s civic and academic institutions into the future, they need the knowledge to be able to actively participate in the civic life of their communities.

We aim to foster programs which help youth acquire the skills for both their own personal growth as leaders, and for contributing to the social and economic improvement of their country.

While Senegalese themselves will make the decisions on how best to do this, we support U.S.-Senegalese cooperation through our activities and funding.

For these reasons, the Public Affairs Section announces a small grants competition, open to local Senegalese organizations and associations, to fund projects that build practical skills among Senegalese youth.

Current Funding Priorities:
The Public Affairs Section is accepting proposals for cultural, educational, athletic, and environmental projects focused on developing skills among Senegalese youth ages 15-35 in the areas of:
- Leadership - Civic engagement and volunteerism - Entrepreneurship - Science and Technology Proposed activities should primarily support the following audiences:
- Young women and girls - Youth from socially and economically disadvantaged backgrounds - Youth living in under-served regions outside Dakar - Disabled youth Proposed program start dates:
January 15 – May 31, 2016 Duration of Activity:
Project plans should not exceed 12 months.

Funding Limits:
Requests for funding may range between $500- $10,00 0. Cost-sharing is encouraged.

Eligibility Information:
Eligible applicants must be local associations or NGOs with a bank account, a physical address, and an accounting system.

All selected applicants will be required to obtain a Unique Entity Identifier.

3. Other:
(a) Proposals must have a concrete implementation plan with well-conceived objectives and indicators that are specific, measurable, achievable, relevant and reliable.

(b) To be considered for funding, organizations must submit a complete application package including:
(i) Program Title and Description - Clear and concise proposal narrative reflecting project objectives (ii) Itemized budget and budget narrative - allowable costs include honoraria, financial report preparation, and staff costs (iii) Proof of Management Capacity - Describe organization’s management structure including key project and accounting personnel, as well as relevant grant and project management experience.

(iv) Timeline - Chronological list of major dates and activities in the project (v) Project monitoring and evaluation plan E.

Application Review Information Criteria:
Eligible submissions will be those that comply with the criteria and requirements included in this announcement.

The Public Affairs Section will conduct a formal competitive review of all proposals submitted in response to this funding announcement.

A review panel of at least three people will evaluate submissions based on the above-referenced five application elements and Public Affairs section priorities in the context of available funding.

Preference will be given to proposals that contribute to a geographic balance across Senegal and that offer cost-sharing.

Successful proposals will also show that they have a lasting and sustainable impact.

This may be demonstrated either through the number of participants reached directly or through a multiplier impact.

Applicants will be notified by the Public Affairs Section of the competition results before funds are awarded.

Applicants should not begin proposed activities until the notice of award is signed by the Embassy grants officer.

Any expenses incurred before this signature are unauthorized and will not be reimbursed.

Unsuccessful applicants will be notified after the completion of the selection process.Successful applicants will be required to submit:Program and Financial Reports:
Program and financial report requirements differ according to the type of Federal Award granted.

Reporting intervals and requirements will be discussed in depth with selected grantees depending on the type of award granted.

Reports will be no more frequent than quarterly and no less frequent than annually.

The final financial report covering the entire period of the agreement is required within ninety (90) days after the expiration date of the agreement.

While we encourage applicants to submit proposals in English, we will accept initial proposals in French.

Selected applicants must submit the final application and all grant-related reports in English.
