2009 Aquaculture Grant Program
Established in 1862, the Department of Agriculture serves all Americans through anti-hunger efforts, stewardship of nearly 200 million acres of national forest and rangelands, and through product safety and conservation efforts. The USDA opens markets for American farmers and ranchers and provides food for needy people around the world.

The grants will be used to provide assistance to aquaculture producers who incurred losses due to high feed costs in 2009.
Funds received by the producer must be used for costs associated with their current aquaculture operation.

Post Assistance Requirements
Reports
2009 AGP work plans must be submitted to the Farm Service Agency describing how the State will implement the program including the State"s program application.
Cash reports are not applicable.
Progress reports are not applicable.
Monthly, until all grant funding is expended, States must submit a Financial Report to the Farm Service Agency that provides State obligations and outlays.
Within 60 days of funds disbursement, States must submit Internal Review results to the Farm Service Agency.
Audits
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
Records
The producer or any other legal entity or person who provides information enabling a producer to receive payments must maintain any books, records and accounts supporting the information for three years following the end of the year during which the request for payment was submitted and allow authorized representatives of USDA and the U.S. Government Accountability Office during regular business hours, to inspect, examine, and make copies of such books or records, and to enter the farm and to inspect and verify all applicable acreage in which the producer has an interest for the purpose of confirming the accuracy of information provided by or for the producer.
