Livestock Forage Program-2014 Farm Bill

Eligibility Requirements
Applicant Eligibility
To be eligible for benefits, an individual or legal entity must be a citizen of the United States (U.S.); Resident alien; Partnership of citizens of the U.S.; or Corporation, limited liability corporation, or other farm organization structure organized under State law.
An eligible livestock producer must own, cash or share lease, or be a contract grower of covered livestock during the 60 calendar days before the beginning date of a qualifying drought or fire; provide pastureland or grazing land for covered livestock, including cash-rented pastureland or grazing land that is either physically located in a country affected by a qualifying drought during the normal grazing period for the county, or rangeland managed by a federal agency from grazing the normally permitted livestock because of a qualifying fire.
Beneficiary Eligibility
The eligible livestock or contract owner will receive the ultimate benefit from LFP.
Credentials/Documentation
The eligible livestock producer must certify that they have suffered a grazing loss because of a qualifying drought or fire and timely file an acreage report for all grazing land for which a loss of grazing is being claimed. This program is excluded from coverage under OMB Circular No. A-87.

Application Procedures
This program is excluded from coverage under OMB Circular No. A-102. This program is excluded from coverage under OMB Circular No. A-110. To apply for LFP, the eligible livestock producer must submit a completed application for payment and required supporting documentation for grazing losses on or after October 1, 2011, and on or before December 31, 2014 to the administrative FSA county office no later than January 30, 2015. On or after January 1, 2015, the producer must submit a completed application for payment and required supporting documentation no later than 30 calendar days after the end of the calendar year in which the grazing loss occurred.
A contract grower must provide a copy of the grower contract along with the completed application and supporting documentation for payment.
Award Procedures
Payment calculations for grazing losses because of a qualiftying drought equal to 1, 3, 4,or 5 times the LFP monthly payment rate. The monthly payment rate for drought is equal to 60 percent of the lesser of the monthly feed cost for all covered livestock owned or leased by the producer; calculated by using the normal carrying capacity of the eligible grazing land of the produer. Total payments to a producer in a calendar year for grazing losses will not exceed five monthly payments for the same livestock.
For losses suffered because of a qualifying fire on federally managed rangeland for which the producer is probibited from grazing the norall permitted livestock, the payments begins on the first day the per.

Applicants receiving assistance for LIP shall maintain and retain financial books and records which will permit verification of all transactions for at least three years following the end of the calendar year in which assistance was provided and allow authorized representatives of USDA and the Government Accountability Office to inspect and verify all applicable livestock and acreage and to inspect, examine, and make copies of all financial books and records.
