Request for Information for Preservation of Tibetan Manuscripts and Cultural resources to create a Sustainable Model of Digital Library

The purpose of this Request for Information (RFI is to solicit comments/suggestions in order to incorporate new, innovative solutions into a solicitation, Notice of Funding Opportunity (NOFO), or Request for Full Application (RFA), should USAID decide to issue one, to address potential issues on digitization

of Tibetan manuscripts and supporting preservation of Tibetan cultural resources using innovative technology such as artificial intelligence.

This RFI is issued as part of the Mission’s market research effort to determine interest, capability and availability of qualified entities for these types of work and is issued for information and planning purposes only.

USAID/India aims to consult with the broad community of private sector actors, public institutions, development partners, non-governmental organizations, think tanks and academia, concerned with the development of Tibetan community in South Asia with a specific focus on the preservation of their unique culture and heritage.

Should USAID decide to issue a solicitation, NOFO, or RFA, it will be announced on the “Contract Opportunities” section, website link is https://sam.gov/content/opportunities or at www.grants.gov .

USAID/India is not seeking technical or cost applications/proposals at this time through this RFI.

Additional Information of Eligibility:
Organizations submitting SOIs must meet the following criteria: Be a U.S.- or foreign-based non-profit/non-governmental organization (NGO), or a public international organization; or Be a private, public, or state institution of higher education; or Be a for-profit organization or business (noting there are restrictions on payment of fees and/or profits under grants and cooperative agreements, including those outlined in 48 CFR 30, "Cost Accounting Standards Administration", and 48 CFR 31, "Contract Cost Principles and Procedures"); Have existing, or the capacity to develop, active partnerships with thematic or in-country partners, entities, and relevant stakeholders including private sector partner and NGOs; and, Have demonstrable experience administering successful and preferably similar programs.

DRL reserves the right to request additional background information on organizations that do not have previous experience administering federal awards.
