Rights for Persons Living with Disability (PLWD) Activity Dear Prospective Applicant:
The United States Agency for International Development in Bangladesh (USAID/Bangladesh) is seeking applications for a Fixed Amount Award (FAA) from eligible local organizations to fund an activity titled Rights for Persons Living with Disability (PLWD) Activity.

As detailed in Section-3 Minimum Requirements for Concept Paper Submissions of this NOFO, Eligibility for this award is restricted.

The authority for this Notice of Funding Opportunity (NOFO) is found in the Foreign Assistance Act of 1961, as amended.

Please be aware that this NOFO is non-traditional and contains three-phase process:
Phase 1:
Applicants will submit an Initial Application (Concept Paper), which will include a limited page concept paper.

Based on USAID's evaluation of the Initial Applications, only the top-rated applicants will be invited to participate in Phase 2. Phase 2:
Selected applicants from Phase I will be invited to participate in oral presentations of their proposed technical approach in Dhaka, Bangladesh.

Phase 3:
Applicant(s), whose initial application best meets the objectives of this funding opportunity based on the selection criteria contained herein, will be selected to co-develop with USAID/Bangladesh a program description, which will be incorporated into the resulting Agreement.

USAID will review the final application (program description and accompanying cost application) and grade it as acceptable or not acceptable.

The result of this NOFO is expected to be one (1) award, although USAID reserves the right to fund any or none of the applications submitted.

For purposes of this NOFO, the term "Grant" is synonymous with "Cooperative Agreement", "Grantee" is synonymous with "Recipient", and " Grant Officer" is synonymous with "Agreement Officer".

Eligible organizations interested in submitting an application are encouraged to read this funding opportunity thoroughly to understand the type of program sought, application submission requirements and evaluation process.

To be eligible for award, the applicant must provide all information as required in this NOFO and meet eligibility standards detailed in this NOFO.

This funding opportunity is posted on www.grants.gov and may be amended.

While for-profit firms may participate, pursuant to 2 CFR 70 0. 1. (A).

(1), it is USAID policy not to award profit under assistance instruments such as FAA agreement.

However, all reasonable, allocable, and allowable expenses, both direct and indirect, which are related to the grant program and are in accordance with applicable cost standards (2 CFR 230, OMB Circular A-122 for non-profit organizations, OMB Circular A-21 for universities, and the Federal Acquisition Regulation (FAR) Part 31 for-profit organizations), may be paid under the FAA agreement.

USAID bears no responsibility for data errors resulting from transmission or conversion process associated with electronic submissions via e-mail.

Issuance of this NOFO does not constitute an award commitment on the part of the Government nor does it commit the Government to pay for any costs incurred in preparation or submission of comments/suggestions or an application.

Applications are submitted at the risk of the applicant.

All preparation and submission costs are at the applicant's expense.

Award will be made to the responsible applicant whose application best meets the requirements of this NOFO and the merit review criteria contained herein.

Eligible applicants:1.

Must be local actors in Bangladesh.

When determining if an entity is a “local actor” for the purposes of this APS, USAID will consider:a.

Whether the entity is legally organized under the laws of Bangladesh;b.

Whether the entity has its principal place of business or operations in Bangladesh;c.

Whether the entity is majority owned and controlled by individuals who are citizens or lawful permanent residents of Bangladesh;d.

Whether the entity is managed by a governing body, the majority of whom are citizens or lawful permanent residents of Bangladesh; ande.

Whether the entity has projects, offices, and/or registration in other countries, and whether key management decisions are taken by the office located in Bangladesh or elsewhere.2.

Cannot have received more than $5 million in direct funding from USAID in the past five years.

3.

Cannot be a U.S.-based organization.

U.S.-based organizations are not eligible as prime awardees under this APS.

However, U.S.-based organizations will be eligible as sub-awardees under this APS.
