Femicides - Prevention and Response Activity (F-PAR) Civil Society Component

The United States Agency for International Development (USAID) seeks applications from qualified local organizations to fund an activity entitled Femicides – Prevention and Response Activity (F-PAR) Civil Society Component Activity.

Eligibility for this award is restricted to Mexican Non-Governmental

Organizations (NGOs).

The Femicides:
Prevention and Response (F-PAR) Activity seeks to increase civil society (CSO) participation to support prevention activities of gender-based violence against women, to strengthen CSO’s litigation skills to advocate before justice sector institutions, as well as to monitor justice sector performance in preventing and responding to femicide cases.

The F-PAR Civil Society component complements a current activity, awarded in 2018, that works in Nuevo Leon in the Metropolitan area of Monterrey.

It seeks to improve state capabilities to prevent the commission of femicides, as well as to improve state capacity to investigate, prosecute and respond to femicide cases.

Only a Mexican local entity may apply.

The definition of “local entity” means a corporation, a nonprofit organization, or another body of persons that:(1) Is legally organized under the laws of;(2) Has as its principal place of business or operations in;(3) Is majority owned by individuals who are citizens or lawful permanent residents of; and(4) Is managed by a governing body the majority of who are citizens or lawful permanent residents of the country receiving assistance.For purposes of this section, ‘majority-owned’ and ‘managed by’ include, without limitation, beneficiary interests and the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organization's managers or a majority of the organization's governing body by any means.Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U. S. Government standards, laws, and regulations.

The recipient must be a responsible entity.

For organizations new to USAID, the successful applicant will be subject to a responsibility determination assessment - a Non-U. S. Organization Pre-Award Survey (NUPAS):https://www.usaid.gov/sites/default/files/documents/1868/303sam.pdf).While partners who have previously worked with USAID are encouraged to apply, USAID in particular encourages applications from potential new partners.

Participation of Faith-Based and Community OrganizationsIn accordance with Executive Order 13279, Equal Protection for the Laws for Faith-Based and Community Organizations, and 22 CFR 205, Participation by Religious Organizations in USAID Programs, these organizations are eligible to participate in USAID programs as long as they carry out eligible activities in accordance with all program requirements and other applicable requirements governing the conduct of USAID-funded activities, including those prohibiting the use of direct financial assistance from USAID to engage in inherently religious activities (see 22 CFR 205.1(f)).
