Civic Engagement in Local Governance for Accountability (CELGA) in Sierra Leone

The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement the program entitled the “Civic Engagement in Local Governance for Accountability (CELGA) in Sierra Leone”.

The authority for this funding opportunity is found in the Foreign Assistance Act of 1961, as amended.

USAID intends to make an award to the applicant who best meets the objectives of this funding opportunity based on the merit review criteria described in this NOFO subject to a risk assessment.

The overarching activity purpose is to foster the social contract between local governments and citizens in Sierra Leone through scaling up successful initiatives that support local governments and relevant national government institutions, civil society, and citizenry to 1) increase citizens’ participation in local government and political processes, and 2) bolster the provision of critical services by local governance institutions through processes that are transparent and accountable to citizens.
