Immunological Assays (ELISA) for the Detection of Ricin, Abrin, and Botulinum Toxins (IADRABT)

This solicitation is a BAA as contemplated in FAR 6. 102(d)(2) & 3 5. 01 6. Pursuant to Homeland Security Act of 2002 (P.L.

107-296), the DHS S&T Chemical Biological Division seeks technologies to prevent, detect, & defend against chemical and biological attacks.

this division is charged with pursuing research to improve response & testoration, conduct threat risk assessments & invest in bioforensics R&D.

The focus of this BAA is in the area of biological toxin detection assay R&D.

A formal Request for Proposals (RFP) will not be issued.

An award may be a cost reimbursement contract; however, the Government reserves the right to award other types of contracts, grants, cooperative agreements or other transactions.

This BAA is open to ALL responsible sources.

Offerors may include single entities or teams from academia, private sector organizations, Government laboratories and FFRDC's, including DOE National Laboratories & Centers.

FFRDC's can respond individually or as a team member of an eligible principal offeror so long as they are permitted under a sponsoring agreement between the Government & specific FFRDC.

HBCU and MI's are strongly encouraged to submit proposals or join as team members.

No portion of this BAA will be set-aside pursuant to FAR Part 19.502-2.

Organizational conflict of interest issues will be evaluated on a case-by-case basis (explained in Full BAA).

Offerors with existing contract(s) to provide scientific, engineering, technical and/or admin support directly to DHS S&T will receive particular scrutiny.
