BJA FY 20 Paul Coverdell Forensic Science Improvement Grants Program

This program seeks to improve forensic science and medical examiner/coroner services, including services provided by laboratories operated by States and units of local government.

Among other things, funds may be used to eliminate a backlog in the analysis of forensic evidence and to train and

credit:


employ forensic laboratory personnel, as needed, to eliminate such a backlog.

The Coverdell Act requires that 15 percent of program funds be awarded competitively.

These competitive funds may be awarded to SAAs or dispersed directly to units of local government based on the merits of the respective applications.

This solicitation will fund competitive awards only.

Additional Information of Eligibility:
All types of domestic applicants are eligible to apply as prime applicants, except FFRDC Contractors, and nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engaged in lobbying activities after December 31, 1995.

FFRDCs, including the DOE National Laboratory Contractors, may be proposed as subawardees that will—if selected for funding—be paid directly by DOE.

Non-domestic institutions are ineligible to apply as prime applicants, but may apply as subawardees.

Applicants are advised that successful applications that include non-domestic institutions must include a detailed demonstration of how the non-domestic institution possesses skills, resources and abilities that do not exist among potential domestic institutions.

Applications from for-profit organizations that propose research related to current commercial activity may be declined without merit review.
