The Upper Division States, through the UCRC, have been working in parallel with the Lower Division States and water user entities within the Colorado River Basin, and in conjunction with Reclamation, to develop and implement DCPs to avoid or reduce the likelihood of reaching critical reservoir elevations
at either Lake Powell or Lake Mead and ensuing loss of service to Colorado River water and power users.
In depth investigation of issues identified through the SCPP in the Upper Basin provided for through this agreement is intended to, among other things, help UCRC and the Upper Division States identify alternatives and potential solutions to these issues, determine if a voluntary, compensated reduction in consumptive use is a feasible method to partially mitigate the decline of, or to raise, water levels in Lake Powell and potentially allow the Upper Division States to implement the Demand Management element of their DCPs.
